Governance Context

Green Key in Barcelona operates within a layered sustainability governance framework. Understanding how the certification fits into Spain's national and Barcelona's municipal systems is key to interpreting this dataset.

International Level
Foundation for Environmental Education (FEE)
Green Key is owned and governed by the Foundation for Environmental Education, a non-governmental, non-profit organisation headquartered in Copenhagen. FEE sets the global criteria framework — currently valid 2022–2026 — and manages the international network of national operators. A new criteria cycle takes effect from October 2026.
National Level — Spain
ADEAC (Asociación de Educación Ambiental y del Consumidor)
ADEAC is the official FEE national operator for Spain. It administers the Green Key programme across all Spanish regions, conducts on-site audits, issues annual certificates, and liaises with the international programme. All Spanish Green Key certifications are issued and renewed via ADEAC.
City Level — Barcelona
Barcelona Biosphere Tourism Sustainability Commitment
Barcelona City Council, in partnership with the Barcelona Chamber of Commerce and Turisme de Barcelona, operates the Biosphere Tourism Sustainability Commitment. Over 1,000 businesses hold Biosphere certification, making Barcelona the EU's top destination by environmental label density. Green Key and Biosphere are complementary — many venues hold both.
EU Regulatory Context
EU Green Transition Directive & ISO Alignment
From 2026, Green Key criteria are being updated to align with the EU Empowering Consumers for the Green Transition Directive and ISO sustainability standards. This requires certified establishments to move from self-reported practices to independently verifiable outcomes and continuous improvement documentation — raising the bar for all Spanish venues.

Dataset Note

This dataset covers venues with verified Green Key certification as administered by ADEAC Spain. It does not include venues with Biosphere-only or EarthCheck-only certification, though many Barcelona establishments hold multiple concurrent labels. Where a venue holds dual certification (e.g. Green Key + Biosphere), this is noted in the key sustainability feature column.
