Governance Context

Green Key in Portugal operates through a distinct governance structure from its Spanish counterpart. Portugal's national operator, ABAAE, has administered the programme since 2007 with a 19-member national commission including both public and civil society representatives.

International Level
Foundation for Environmental Education (FEE)
Green Key is governed by the Foundation for Environmental Education, headquartered in Copenhagen. FEE sets the global criteria framework and manages the international network of national operators. Current criteria (2022–2026) are GSTC-recognised. A revised criteria cycle takes effect from October 1, 2026, aligning with ISO standards and the EU Green Transition Directive.
National Level — Portugal
ABAAE — Associação Bandeira Azul de Ambiente e Educação
ABAAE has coordinated Green Key in Portugal since 2007. It administers the programme through a 19-member National Commission drawn from public bodies and civil society, conducts on-site audits, issues annual certificates, and supports certified establishments through regular webinars and training. Portugal's 2026 edition opens in October.

Lisbon's municipal tourism authority, Turismo de Lisboa, promotes sustainable hospitality across the city. EU Regulatory Context
EU Green Transition Directive & 2026 Criteria Update
From October 2026, updated Green Key criteria will require certified establishments to move toward independently verifiable sustainability outcomes, in line with the EU Empowering Consumers for the Green Transition Directive. Portuguese venues will need to update their sustainability plans accordingly — ABAAE has committed to supporting establishments through dedicated webinars and transition guidance.
Dataset Scope Note

This dataset covers venues with verified Green Key certification as administered by ABAAE Portugal. It does not include venues with Green Globe–only, Biosphere-only, or EarthCheck-only certification. Portugal's Green Key programme covers hotels, hostels, local accommodation (alojamento local), campsites, restaurants, and conference centres — all applicable types are included where verified.

Green Key Criteria Areas

All 13 criteria areas assessed during certification under the 2022–2026 framework (GSTC-recognised). Establishments must meet all imperative criteria annually. Guideline criteria requirements increase with years of participation. Updated criteria take effect October 2026.
