78 Certified in 2025 — A Record

In 2025, Madeira reached a historic record of 78 Green Key certified establishments — more than tripling the 25 certified in 2015. Nine establishments applied for the first time, and three rejoined. The awards ceremony was attended by the President of the Regional Government, Miguel Albuquerque.

Autonomous Regional Governance

Madeira is an Autonomous Region of Portugal with its own government (Governo Regional da Madeira) and Regional Secretariat for Tourism, Environment and Culture. Green Key audits are coordinated via ABAAE, but implementation and promotion are embedded in Madeira's own autonomous sustainability programme — Madeira Sustainable for All.

2026 Verification Underway

As of May 2026, Madeira's Regional Directorate for Environment and Sea (DRAM) has begun on-site verification visits for the 2026 Green Key edition — the first time technical visits have restarted following the 2025 record. This confirms Madeira's commitment to growing its certified base further in the next cycle.

Governance Context

Madeira's Green Key landscape is governed through a structure that shares Portugal's national ABAAE framework but adds a fully autonomous regional layer — the Governo Regional da Madeira — with its own sustainability programme, secretariat, and environmental directorate that actively co-administers the certification process on the island.

International Level
Foundation for Environmental Education (FEE)
Green Key is governed by the Foundation for Environmental Education, headquartered in Copenhagen. FEE sets the global criteria framework — currently valid 2022–2026 and GSTC-recognised. A revised criteria cycle aligning with ISO standards and the EU Green Transition Directive takes effect October 1, 2026.
National Level — Portugal
ABAAE & Turismo de Portugal
ABAAE has coordinated Green Key in Portugal since 2007 through a 19-member National Commission that includes Turismo de Portugal. In 2025, Portugal awarded 377 Green Key certificates — Madeira accounted for 78, making it the second largest regional total behind Greater Lisbon (91).
Regional Level — Autonomous Madeira
Governo Regional & Madeira Sustainable for All
The Governo Regional da Madeira has full autonomy over environmental and tourism policy. Its Madeira Sustainable for All programme actively promotes Green Key certification, publishes annual results, and hosts the awards ceremony. In 2025, this was attended by the President of the Regional Government — a level of political engagement unique in this dataset series.

DRAM — Regional Directorate for Environment & Sea
The Direção Regional do Ambiente e Mar (DRAM) conducts the on-site technical verification visits for Green Key in Madeira — a role played by the national ABAAE team elsewhere in Portugal. As of May 2026, DRAM has already begun visits for the 2026 edition, making Madeira one of the first regions to begin the next certification cycle.
Dataset Scope Note

This dataset covers a curated selection of verified Green Key certified hotels and venues across Madeira. The full regional total is 78 venues (2025 edition). Note: Belmond Reid's Palace holds EarthCheck certification (not Green Key) and is therefore not included. The Enotel group holds group-level Green Key certification verified via ABAAE and Enotel's own sustainability pages. The Pestana group holds Green Key across multiple Madeira properties — verified entries are included individually.

All 13 criteria areas assessed during the annual certification audit under the 2022–2026 GSTC-recognised framework. Imperative criteria must be met annually. Updated criteria take effect October 2026.
